All Mexican importers must register and be listed with the Official Register of Importers (Padrón de Importadores), maintained by the Secretariat of Finance and Public Credit (SHCP).

This registry also includes special sector registries. To import more than 400 different items (including agricultural products, textiles, chemicals, electronics, and auto parts), Mexican importers must apply to the SHCP for listing in these sector registries.

The basic Mexican import document is the Customs Declaration Form for customs clearance (Pedimento de Importación). It’s essential for all commercial crossings. Accompanying documents include a commercial invoice (in Spanish), a bill of lading, and compliance with Mexican product safety and performance regulations.

Imports

  • The importer must have a valid importer number from Mexican Authorities
  • Imported goods must conform to licensed activities of the importer
  • Imported goods must be accompanied with an Bill of Lading / Air waybill, an Original Commercial Invoice and a Packing List
  • HS Codes must be stated clearly on Commercial Invoice.
  • The standard rate of VAT imposed on imported goods into Mexico
