Important

General Import Guidelines

  • The importer must have a valid importer code from Customs Authorities
  • Imported goods must conform to licensed activities of the importer
  • Imported goods must be accompanied with a Bill of Lading / Air Waybill, an Original Commercial Invoice, and a Packing List
  • HS Codes must be stated clearly on the Commercial Invoice. Where the HS Codes are not stated, Customs Authorities shall determine the proper HS Codes based on the goods and the stated description

To import goods into Brunei, you need to follow these steps:

  1. Register at the Royal Customs and Excise Department (RCED) or appoint a registered agent.
  2. Apply for a permit for controlled items from the relevant government agency.
  3. Submit a completed customs declaration form online through the Brunei Darussalam National Single Window (BDNSW) website with supporting documents such as invoices, freight and insurance slips, airway bills, and packing lists.
  4. Pay the applicable customs duties and taxes, if any.
  5. Collect your goods from the port of entry.

Import Duties and Fees

  • The customs valuation is based on CIF (Cost, Insurance and Freight) which means that the amount used to assess customs duty is the sum of cost of goods, insurance and shipping cost to Brunei
  • Customs tariff applicable on imported goods depend on HS Codes

Imports Required Documents

Imports

Import Declaration is processed in the event of goods being imported into Brunei from other countries. The below documents are needed:

  • Bill of Lading / Air Waybill
  • Original Commercial Invoice
  • Packing List
  • For certain goods, a imxport license is required
  • Certificate of Origin approved by Chamber of Commerce (if any)

*All imported goods might be inspected by Customs Authorities

 

Exports

When exporting goods from Brunei some documents and regulations will be applied before the exit of goods to the destination. Failure to submit required documents may delay goods when exporting

Exporters need to include the following documents with their goods:

  • Original Commercial Invoice
  • Packing List
  • For certain goods, a strategic export license is required.

Other documents that could be required would depend on the specific requirements of the destinations.
