Importing goods into Brazil involves several steps and requirements.

  • Registration: Brazilian importers must register with the Foreign Trade Secretariat (SECEX) through the Integrated System for Foreign Trade (Siscomex).
  • Radar License: Before accessing Siscomex, importers need a Radar license from the Brazilian Federal Revenue (Receita Federal do Brasil). There are different types of Radar licenses depending on the financial capacity of the entity.
  • Import Licenses: Depending on the product, you may need specific import licenses. These licenses must be requested before shipment in most cases.
  • Documentation: Required documentation includes commercial invoices, packing lists, Air waybill and bills of lading. Additional documents may be needed based on the product type.
  • Customs Duties and Taxes: Brazil has a complex tax system with multiple import duties and taxes. It’s essential to understand these to avoid unexpected costs3.
  • Product Standards and Regulations: Certain products, especially those affecting human health, must comply with Brazilian standards and regulations. For example, pharmaceuticals and medical devices need approval from Brazil’s Health Regulatory Agency (ANVISA)

Imports

  • The importer must have a valid importer code from Customs Authorities
  • Imported goods must conform to licensed activities of the importer
  • Imported goods must be accompanied with an International Air waybill / Bill of Lading, a Commercial Invoice, and a Packing List
  • HS Codes must be stated clearly on the Commercial Invoice.

  • Original Commercial Invoice
  • Original of the Certificate of Origin approved by Chamber of Commerce at country of origin

 

Import Duties and Fees

  • The customs valuation is based on CIF (Cost, Insurance and Freight)
  • Customs duties vary from 0%-20% to be levied on CIF
  • Customs tariff applicable on imported goods depend on HS Codes
  • The standard rate of VAT imposed on imported goods into Brazil.

 

Exports
