Importing goods into Germany involves several steps and requirements.
- Register and obtain an Economic Operator Registration and Identification (EORI) number.
- Customs Declaration:For goods value exceed EUR 1000, you need to submit a Single Administrative Document (SAD) along with accompanying documents.
- The Import Control System (ICS) requires an Entry Summary Declaration (ENS) to be submitted to customs before goods enter the EU.
- Customs Duties and Taxes: Goods must be declared at their actual value, and applicable duties and taxes must be paid upon arrival.
- Specific Import Procedures: Some goods, such as medicines, waste, plants, or live animals, may have additional formalities.
Imports
- The importer must have a Company Registration number from Customs Authorities
- Imported goods must conform to licensed activities of the importer
- The importer must have a valid EORI number
- Imported goods must be accompanied with an International Waybill, a Commercial Invoice, and a Packing List
- HS Codes can be be stated clearly on the Commercial Invoice.

- Bill of Lading / Air Waybill
- Original Commercial Invoice
- Importer EORI number
Import Duties and Fees
- The customs valuation is based on CIF (Cost, Insurance and Freight)
- Customs tariff applicable on imported goods depend on HS Codes
- Intoxicating liquors and Tobacco will be subjected up to 150%
Exports
Required documents:
- Original Commercial Invoice
- Customs Declarations if goods’ valued at or above EUR 1,000.
- For certain goods, a export license is required.

- All exported goods might be inspected by Customs Authorities
