Previously, businesses needed to apply for one of three types of import licenses namely:

  • API-U (General Import License): Used for importing finished products or trading goods with third parties.
  • API-P (Producer Import License): Granted to manufacturing companies importing raw materials or supporting goods for production processes.
  • API-T (Limited Import License): For specific limited import activities.

Under Government Regulation No. 29 of 2021 (GR 29/2021), businesses now only require a Business Identification Number (NIB) to commence their import or export activities. Obtaining the NIB is streamlined through the Online Single Submission (OSS) system.

However, businesses should check the Indonesian Harmonization System (HS) code for their items. Some items may require additional permits and approval.

Import Requirement

Indonesia importers must be a company and need to have an import license and importer identification number.

Additional certificates are often required by other goverment agencies based on imported product such as food, pharmaceutical, seeds, or chemicals.

  • Original Waybill
  • Original Commercial Invoice
  • Packing List
  • Certificate of Origin (if any)

Some goods require approval from the designated authority prior to importing into Indonesia.
